
Worcester Community Housing Resources (WCHR) seeks a Senior Project Manager or a Project Manager to coordinate, plan, and implement all aspects of residential development projects.
WCHR is a Worcester (MA) based nonprofit that creates and preserves affordable housing opportunities for low to moderate income individuals. We initiate and support neighborhood revitalization throughout Worcester County. WCHR provides financing for homeowners and develops and manages residential properties. Since 1993, we have produced or rehabilitated more than 250 units of affordable housing, and managed properties and programs to assist people with multiple barriers to housing stability.
Affordable Housing Development at WCHR Today
WCHR currently has 140 units in its rental housing portfolio, plus 87 assisted living units. We have an active pipeline of projects including: 2 receivership projects; a pilot of 4 tiny homes; a Grandfamilies Project; and 2 supported housing projects
The Senior Project Manager or Project Manager
The Senior Project Manager will report to the Director of Development, and will collaborate closely with the Executive Director, the Director of Finance and Administration, and others on our 10-person team. They will be expected to coordinate multiple aspects of affordable housing development including: project development, deal structure and financing, administrative and budget support, project management through construction completion, and coordination with property management.
Duties and responsibilities will include:
Project Development– Identify and evaluate potential project sites. Assess project alignment with strategic objectives, and determine physical and financial feasibility, together with Directors of Development and Finance and other team members. Coordinate permitting, zoning and environmental reviews. Assemble project teams.
Deal Structure and Financing– Create, manage, and monitor project budgets to ensure that each project is completed within agreed upon parameters. Complete funding applications, and obtain funding commitments for all phases of the project. Work with project counsel to review all legal contracts and documents pertaining to assigned development projects. Coordinate construction and permanent financing closings.
Administrative and Budget Support– Assist with the development and management of construction related budgets. Process draw down requests and complete associated record keeping and budget management. Monitor project budgets during pre-development and development stages, including budget tracking and recommending changes as needed.
Project Management– Participate in regular construction meetings. Ensure flow of communication throughout construction process. Coordinate site visits and other construction related activities. Lead development team members, overseeing legal, design, construction, and other aspects of development.
Coordination with Property Management– Work collaboratively with the property management team to initiate, plan, and coordinate marketing for the lease-up of new rental properties or sale of homeownership units. Coordinate inter-departmental communications on projects under development to ensure efficient and high-quality projects and smooth transition to operations and/or ownership.
Additional Tasks— Additional tasks as required to carry out the organization’s project management strategy and support other team members.
Our Ideal Candidate
Our ideal candidate will be a motivated project manager who enjoys coordinating multiple activities and working with multiple people to achieve our affordable housing objectives. They will have many of the following skills and qualifications:
- Demonstrated ability to manage complex and time-critical processes.
- Prior experience working in a collaborative team environment with staff, management, funders, consultants, contractors, and regulatory entities.
- Excellent oral and written communication skills.
- Strong computer skills including advanced proficiency in Excel and on-line research.
- In depth familiarity with real estate concepts and financial terms used in affordable housing development and operations.
- Knowledge of local, state and federal resources and requirements for a range of affordable housing types, preferably in Massachusetts.
- Ability to commute to various sites within Worcester County.
- Minimum of 5 years of project management or related experience, preferably within the affordable housing sector.
- Bachelor’s degree (BA) from four-year college or university, additional years of experience may be substituted for a degree.
Compensation and Benefits
Worcester Community Housing Resources offers a competitive benefits package that includes: health insurance benefits, 12 paid holidays plus 3 weeks of vacation, up to 5 sick days, 2 personal days, unpaid parental leave for birth or adoption, and matches for 401K contributions up to 6%. The salary range for this full-time position, based on experience and skills is: Senior Real Estate Project Manager: $95,000 – $112,000 annually; or Real Estate Project Manager: $70,000 – $90,000 annually.
The work schedule is Monday- Friday, generally 9-5, with some evening meetings required. This position will require at least three days per week in the office and frequent site visits.
Candidates must have a valid driver’s license and reliable vehicle to attend construction meetings, conferences, trainings, and other meetings as required.
